In this tenth anniversary year of the Scottish Parliament, the constitutional debate is to the fore once again. Scottish Labour Leader Iain Gray will reflect upon the first devolution decade in the very week it is anticipated that the Scottish Government Referendum Bill and the Westminster White Paper on the Calman proposals will be published. Iain
will ask to what extent the Parliament has lived up to its founding vision of 'a People's Parliament, finding Scottish solutions to Scottish problems' and consider what changes are required to live up to that
aspiration in the future.
